Yes you can do this on individual job types.
Click company settings -> job types
Click the edit option next to the job type you want to force this on
Look for the option 'min photos' and set your number there.
This is linked the the standard 'Photos' tab in the app so you might need to double check this is enabled on your job type workflow.
Typically this is always on by default.
