Radio Sets are always presented with buttons stacked vertically on right hand side.
The exception to this is if you use the Yes No OR the Yes No N/A question. This uses a radio set but the layout is shown horizontally.
You can override the labels on this type of question and the layout will remain horizontal providing the labels are no longer than 4 characters each.
